Barış Keser db7b5d88e9 build: target Android 16 (API 36) + 16 KB page-size native libs (#4) ...

Google Play requires apps to target API 36 to keep publishing updates.

- compileSdk/targetSdk 35 -> 36
- AGP 8.6.1 -> 8.9.1, Gradle 8.7 -> 8.11.1, Kotlin 1.9.22 -> 1.9.25
  (minimum toolchain that supports compileSdk 36)
- Pin ndkVersion 27.2.12479018 (r27c) so both native build systems align
  shared libraries to 16 KB pages by default; add explicit
  -Wl,-z,max-page-size=16384 to CMake and ndk-build as insurance
- CI: install platforms;android-36, build-tools;36.0.0, ndk r27, cmake 3.22.1
- Edge-to-edge: windowOptOutEdgeToEdgeEnforcement is ignored on API 36, so
  add fitsSystemWindows to the main/settings roots to keep content clear of
  the status and navigation bars
